They are two completely independent legal criteria. Planning permission is concerned with the principle of development, namely the appearance, size, and function of a building, as well as its impact on the surrounding region. Building regulations govern the technical structure of a building, assuring its safety, health, and energy efficiency. Even if Planning Permission is not required, you nearly always need Building Regulations approval.
When do I need building regulations approval?
Almost all new building projects require clearance, including new residences, additions, loft conversions, and basement conversions. Many large renovations require it, such as removing a load-bearing wall, putting a new bathroom in a previously unfinished room, or replacing windows.
Who is responsible for ensuring on-site compliance?
Legally, the homeowner is ultimately responsible for ensuring that the work is compliant. However, when you hire a professional agency like Reltic, we assume that duty on your behalf. Our project managers guarantee that the construction crew adheres to the approved technical drawings, and we coordinate all site inspections with the Building Control Officer or Approved Inspector.
What happens at the end of the project?
When the project is finished and the inspector has completed their final inspection and is satisfied that all work complies, they will issue a Completion Certificate. This is an important legal document that you should keep safe. You’ll need it if you ever sell your home because it confirms the work was done to the required legal requirements.
Can I start working before I have Building Control approval?
You can lawfully begin work as long as you submit a “Building Notice” or a “Full Plans” application to the building control body (either the council or an Approved Inspector) at least 48 hours in advance. However, we highly advise against beginning any significant work until the full technical design and plan check have been completed, since this reduces the chance of having to undo non-compliant work.
